Patient had
heart attack and after Red Cross ambulance came (1 1/2 hours), went
to clinic and doctor said that they could not see the patient,
something about that the lab was closed, and doctor said go to some
other hospital.
And also was told, they were not working for
several weeks, months, off and on, and same has happened for years
prior to 2021.

Fuerza Pública
- Fuerza Pública is the national police of
CR. It operates under the Ministry of Public Security.
- Blue and
black uniforms, white letters “Policía” other side “Fuerza Pública”.
Vehicles usually white with blue letters. Shield shows a police
officer with two children and the flag of Costa Rica.
- Some of
its responsibilities are to execute the national security policies
to defend the Constitution, the national sovereignty and integrity,
and the maintenance of public order. It also protects the goods,
rights and freedoms of citizens, and cooperates with local
governments, State institutions, public service entities and
communities in general.
Most widespread police force in Costa
Rica. It is present in all of the country’s provinces, has six
national directorates, and has twelve regional boards. It has
specialized units, such as Operation Support Group (GAO), the Police
Intervention Unit (UIP), and the Special Support Unit (UEA).
As
with many civilian police forces, the mission of the Public Force is
to prevent and suppress crime.
Immigration Police Policía de Migración
The
Public Force has an Immigration Police that is attached to the
General Directorate of Immigration (DGME). The law says that this
police force has the competence to control and monitor the entry of
people into the national territory, or their exit from it, as well
as the permanence and activities that foreigners carry out in the
national territory.
GAO
The GAO is a group
of more than 100 officers of the Public Force that usually work in
the San José metropolitan area in conjunction with the Transit
Police, the OIJ and other police bodies of the country. As their
name implies, it is a support group to different police delegations
and operatives, and they as well do perimeter security in raids and
support in riots or assaults, among other functions.

The Ministry of Public Works and
Transport (MOPT) has its own police force. The Transit Police is
exclusively focused on the control and the regulation of traffic on
Costa Rican streets and highways. Therefore, these agents can alert
other police forces about other types of crimes, but they can’t
necessarily act on them.
- Transit Police of Costa Rica
cannot operate undercover. Agents have to wear their uniform all of
the time when on duty, and they should be in visible locations on
the side of the road. Public Force agents are not allowed to monitor
and act on traffic violations.
Uniform is black and white.
Motorcycles are white and on the rare occasion they operate on cars,
those are blue.
OIJ - Organismo de Investigación Judicial
The Judicial
Investigation Department (OIJ) works under the Supreme Court of
Justice of Costa Rica, the judiciary system of the country. It is an
auxiliary entity that helps in criminal investigations, so its job
is mostly about identification and apprehension of alleged
offenders, provided it has a court order signed by a judge that
justifies its acts.
The OIJ officers also make reports about
the evidence they gather for criminal investigations, and are
responsible for collecting such evidence. It can both act on
complaints about supposed criminal actions or because a competent
authority gave it the order to act in the context of a criminal
investigation.
The uniform of the OIJ police force consists
of vests and black t-shirts with legends like “OIJ” or “Poder
Judicial” in yellow letters. However, the most common thing is for
them to work undercover.
Municipal Police
The
Public Force is the national police of Costa Rica, but towns or
municipalities also have their own regional law enforcement bodies.
The country is divided into 83 cantons, but not all of them have
their own Municipal Police. In reality, there are only 34 regional
police forces, located in the seven provinces of the country.
The province of San José has thirteen regional police bodies,
Alajuela has four, Heredia has eight, Cartago has four, Guanacaste
has two, Puntarenas has one, and Limón has two. They usually operate
in towns that have a high population density. Cantons with no
Municipal Police are protected only by the Public Force.
Costa Rica has around 1.000 agents working for a Municipal Police.
Their uniforms and the design of the vehicles vary from town to
town, but they are almost always different to other police bodies
present in the country, so that they are not confused with other
forces. The Municipal Police is an auxiliary of the Public Force.
Some of its attributions are to fulfill the surveillance and
control purposes of communal services and assets, to ensure
compliance with the responsibilities and obligations of the
commercial venues, to apply the municipal legislation and its
provisions, and to carry out surveillance and security actions in
coordination with the Public Force.
